Applications Expected to Open in Q4 2026
The government's stated window for the first applications is the fourth quarter of 2026. Here is what must be published first, and what to prepare now.
The Ministry of Economy said on 2 October 2026 that the citizenship by investment programme will be ready to receive applications during the fourth quarter of 2026. Some industry observers, such as Global Residence Index, think the opening may slip into early 2027.
What has to come first
Before the first application can be filed, the agency that runs the programme, APCI, has to publish:
- its implementing rules, which Decree 524/2025 lets it issue
- government fees and due diligence charges
- the government bond’s terms
- the forms and documents list
- the criteria for accrediting agents, which IMI Daily reported were expected in about a month
What you can prepare now
Gathering documents takes the longest. See the process for what the announced due diligence implies: identity documents, civil records for family members, police certificates, and a clear record of where your investment money came from.
We will post here the day the rules are published.
